Why panels age out

Panels reach the end of their useful life for two separate reasons, and it helps to keep them apart.

Capacity. Many older Whatcom County homes still run on 100 amp service, some on 60. That was fine for the loads those houses were built for. Add an EV charger, a heat pump, an induction range, or a hot tub, and a 100 amp panel can run out of headroom fast. The symptoms are practical: no open breaker spaces, breakers that trip when big loads overlap, or an electrician telling you there is no room for the circuit you want to add.

Condition and design. Breakers and bus bars wear out. Connections loosen over decades of heating and cooling. And some panel designs sold in the mid 1900s through the 1980s have documented reliability problems serious enough that many electricians and inspectors recommend replacement on sight. That second group is worth knowing by name.

Panel brands homeowners should know

None of this means your house is about to have a problem tonight. It means these panels have a documented history that makes a professional assessment worth doing. Here is the honest version.

  • Federal Pacific Electric (FPE) Stab-Lok. Widely installed from the 1950s into the 1980s. Independent testing over the years has found that a meaningful share of Stab-Lok breakers can fail to trip under overload conditions. A breaker that does not trip cannot do its one job. Most electricians, including us, recommend replacing these panels.

  • Zinsco (and GTE-Sylvania-branded Zinsco designs). Common in homes from the 1950s through the 1970s. Known issues include breakers that can fail to trip and aluminum bus bars where breaker connections can overheat and arc. Some panels sold under the Sylvania name are the same Zinsco design with a different label, so the brand on the door does not settle the question by itself.

  • Fuse boxes. A fuse box in good condition is not automatically dangerous, and fuses themselves are reliable. The problems are practical: most fuse services are 60 amps, which is far below what a modern household draws, and decades of fuse boxes have been modified with oversized fuses to stop nuisance blowing, which defeats the protection. Fuse boxes also tend to come paired with the oldest wiring in the county.

  • Panels with a history, not a brand. Rust or water staining inside the cabinet, scorch marks, a warm or buzzing panel, double-tapped breakers, or a panel from a manufacturer that no longer exists (so replacement breakers are scarce or salvage-only) are all reasons to have it looked at, whatever the label says.

The insurance angle

This is the part of the panel conversation that surprises homeowners most. Some insurance carriers ask about panel brand and service type when writing or renewing homeowner policies, and some may decline coverage, add a surcharge, or require replacement as a condition of the policy when a home has a known-hazard panel such as Federal Pacific or Zinsco, or an older fuse service.

We are electricians, not insurance agents, so we will not promise you any particular insurance outcome. What we can tell you is worth doing: check with your insurer before you renew or shop policies, ask specifically how they treat FPE, Zinsco, and fuse services, and get their answer in writing. If replacement turns out to be required or worthwhile, we can document the new installation, permit, and inspection so you have a clean paper trail to hand them.

What a service change involves

"Panel upgrade" and "service change" get used interchangeably, but a full service change is more than swapping the box. Here is what the job typically includes:

    Load calculation and plan. We calculate your home's actual demand, including anything you plan to add, and size the new service accordingly. For most upgrades that means 200 amp service, but the math comes first.

  2. 2

    Utility coordination. The power to the house has to be disconnected at the service for the swap, which we coordinate with the utility. You will know the schedule before the day arrives.

  3. 3

    The swap itself. New panel and breakers, and as the job requires: new meter base, new service entrance conductors and mast, and grounding and bonding brought up to current code. Every circuit is landed, tested, and labeled so the panel door actually tells the truth.

  4. 4

    Inspection and restoration. The work is inspected (see permits below) and power is restored. Expect the house to be without power for a good part of the working day; we will give you a realistic window up front so you can plan for it.

Permits and L&I inspection

Electrical panel replacement in Washington requires an electrical work permit and inspection. Inside Bellingham city limits, permits and inspections run through the City of Bellingham Permit Center. In Ferndale, Lynden, Blaine, Birch Bay, and unincorporated Whatcom County, they run through WA Labor and Industries. This is not optional, and you should be wary of any bid that treats it as optional.

We pull the permit, schedule the inspection, and meet the inspector. The permit record matters beyond the day of the job: it is the documentation a future buyer's inspector, an appraiser, or your insurance carrier will ask for. Unpermitted panel work has a way of surfacing at the worst possible time, usually during a home sale.
