
Can Your Electrical Panel Handle an EV Charger?
This question gets answered badly almost everywhere. People will tell you a 100 amp service cannot take a Level 2 charger, or that you definitely need a 200 amp upgrade, or that it depends. None of that is right, and the reason it is not right is that the 2023 National Electrical Code, which Washington adopts under WAC 296-46B-010, contains an actual procedure for deciding.
Four articles do the work: 220.87, 220.57, 625.41 and 625.42. Once you know what they say, the answer for your house stops being an opinion.

220.57, the article that is new and that a lot of advice predates
The 2023 code added 220.57, which governs how EV supply equipment load is calculated. It is new in this edition, and a large amount of the EV charger advice online was written against the older code and does not account for it.
The rule: EVSE load is calculated at 7,200 volt amperes, or the nameplate rating of the equipment, whichever is larger.
That is a floor, not a ceiling. A small charger does not get you a small number. A 48 amp charger at 240 volts is 11,520 VA and gets calculated at 11,520 VA. A 30 amp charger at 240 volts is 7,200 VA and gets calculated at 7,200 VA. There is no credit for the fact that you only charge at night, or that your commute is short.
This one article is why some houses that would have squeaked through under older assumptions do not squeak through now.
220.87, how you find out what the house is really using
Here is where the good news lives.
The load calculation is not just a matter of adding up nameplate ratings for everything in the house. NEC 220.87 covers determining existing loads, and it lets you use what the service actually draws.
Two acceptable methods:
The maximum demand data for a continuous 12 month period. If your utility can give you interval data, this is the strongest version.
Or, and this is the one most homes use, a minimum 30 day recording of demand, taken with a recording ammeter or power meter, with the resulting maximum demand multiplied by 125 percent.
Why this matters so much: most houses use far less than their service rating. A 100 amp service in a house with gas heat, gas water heat and a gas range may never have peaked above 40 amps in its life. Under 220.87 that measured reality, not a worst case paper calculation, becomes the existing load you add the charger to.
A 30 day recording is not specialist work. A whole home energy monitor like the Emporia Vue 3, published at $279.99, does it. Thirty days of your own data can be the difference between a straightforward charger install and a service upgrade quote in the thousands.
625.42, the article that can save you a service upgrade entirely
This is the one almost nobody mentions, and it is the most financially significant article on this page.
NEC 625.42(A) says that where an energy management system per Article 750.30 governs the EV supply equipment, the maximum load on the service or feeder is the maximum load permitted by that energy management system. Not the charger's nameplate. The EMS setting.
In plain terms: if a listed device is physically preventing the charger from ever drawing more than, say, 24 amps when the rest of the house is busy, then the calculation uses 24 amps. The house never has to be able to support the charger at full tilt simultaneously with everything else, because the system will not let that happen.
625.42(B) offers an alternate path, a restricted access adjustable ampere setting on the equipment itself.

A note on naming: Wallbox's US product is the Power Meter. Power Boost is the feature name, and the product name in the EU and UK. Same function, different label, and it causes people real confusion when cross referencing.
625.40 and 625.41, the circuit itself
Two more articles that decide the physical install.
NEC 625.40 requires that EV supply equipment rated above 16 amps or above 120 volts be supplied by an individual branch circuit serving no other outlets or equipment. There is an exception for equipment under the control of an energy management system sharing a circuit, which is what makes a device like the NeoCharge splitter legal rather than a hack.
NEC 625.41 requires that overcurrent protection for the feeder and branch circuit supplying the EVSE be rated at not less than 125 percent of the equipment's rated current. This is why a 48 amp charger needs a 60 amp breaker and the wire to match, and why stepping down from 48 amps to 40 amps can cut the material cost of a long run noticeably.
So what is the answer for your house
Roughly, in the order we work through it.
If the service is 200 amps and the house is not all electric, a Level 2 charger almost always fits with room to spare, and the install is a wire run and a breaker. That is a routine EV charger installation.
If the service is 100 or 125 amps, do not assume you need an upgrade. Get the 30 day recording under 220.87 first. A large share of these houses pass, and the monitor costs a fraction of a service upgrade.
If the recording shows the house genuinely cannot take another 7,200 VA, load management under 625.42 is the next move and it is usually cheaper than a service upgrade. A $599 charger with dynamic load management against a $1,500 to $3,000 service upgrade, using Qmerit's published adder, is not a close call.
If the panel is full, obsolete or one of the known hazard types, the charger is not really the project. A Zinsco, Federal Pacific Stab-Lok or Sylvania panel needs replacing on its own merits before anything gets added to it. You still need a permit either way
Adding the circuit is permitted work in Washington. WAC 296-46B-901, the rule that governs electrical work permits and the exemptions from them, does not exempt EV circuits.
In L&I jurisdiction, at the fee schedule effective July 1 2025, a single added branch circuit is $81.70, and a panel permit covering up to 4 circuits is $74.00 with each additional circuit at $7.70.
Jurisdiction depends on your address. The City of Bellingham is self inspecting and runs its own permits through its Permit Center at (360) 778-8300. Unincorporated Whatcom County, Ferndale, Lynden and Blaine are L&I jurisdiction.
A homeowner may pull their own permit in L&I jurisdiction on form F500-094-000, if they occupy or hold the property, it is not for sale or rent, and they do the work themselves.
